Considering they JUST raised the pirates notoriety and weapons level caps, it would seem a much more positive step to now add content that supports these already implemented level increases. At this phase in the game there is absolutely no reason or purpose in raising pirate or weapon levels. Enemy levels perhaps to provide some additional challenges to already high level pirates, but no additional increases for pirates OR weapons are warranted at this phase in game development except for the 'grinders' to say "wow aint I cool" and quite frankly pirates never said "wow aint I cool".
