When is the actually game coming out?

There is no exact date. But as of right now, if you got to piratesonline.com it says "Coming Spring 2007" so not before summer. Not that long of a wait once you think about it.

Darn, I'm already paying for Toontown. Oh, well...

It's very unlikely that they will not have you pay for both but don't give your hopes up :)

What features does it take off if you don't pay? I thought there were just alot of ads.

This is seperate from toontown games. It's an online game, an MMO, just comic-ish style (much different than the rest, boy is it)... it isn't part of toon town. Disney is not going to say "oh, you pay for toon town, hey! you'll get the free upgrade for POTC paid version!" That's not how online games, nor MMO's work. That's why SONY has what's called the Station Pass (mulitple game access).

It's all the same game, they didn't develop two seperate games for this... Pay or not...

they might make it kind of like gopets (if anyone knows what im talking about), where you pay to get special monthly items and a few more $$, sort of deal possibly, but its just a hunch
