My advice to you is what Angel noted above. Go to a quiter server and make sure you take a crew with you and go around Padres and Cutthroat. You wont see light loots around there with those Phantoms and Big ships.

I was trying to TP to a guild mate last night and got the message 'You can not go there right now, XXXXXXXX is battling a flag ship'

I guess they fixed TP ship hopping for the boarding rights, now it will be a 'who can do the most damage' battle.
