Igor often wondered why if it is a popularity contest why the large guild masters would not have made the list last time? Igor not think it the quantity but the quality of the e-mails that each pirate receives.

That's the question Igor. Is it a popularity contest or is it a contest to see which pirate inspires the few the most?

Exactly. If that was the case, it would be people from guilds like McRaging that always won.
