Those rules are MUCH better--good job! However, you're still missing the critical element. It's not the rules.

It's the Raison d'Etre (reason for being).

To really draw people in, you need to have a reason for somebody to want to join the guild. What's the PURPOSE of your guild?

I understand you frustration, but you say you want your guild to be popular, I think you should be a bit nicer about the matter. :)
Players are often needing guilds for comfort, leveling, and to make friends. Help them sometimes, understand thier situation.
