There is a spot you have to find that is specific to that quest. Here is a painfully detailed description of where to go.

Land on Kingshead, run through the gate into the Kingshead marching grounds. Run straight up the hill until you enter the fort area. Run up that next hill (on the right is a house with a well then on the left are stairs then on the right there is a bunch of navy and one EITC guy in front of a big door then as you approach the top of the hill there is always a navy guy there. At this point you can see the courtyard and in the center there is a two story house. As soon as you are there make a left, run about 10 steps and to the left is an archway that will take you behind the houses to your left. There are several EITC guys guarding this archway and another two on the other side in the little mini courtyard behind the houses. In this mini courtyard in the center back part is the green dig circle....

CGG is right on as to where to find the digspot, heres an alternate method to locating it however might be easier.. might not be. <shrug>

Go into Kingshead, follow path up to past the first large 'yard' area. Continue straight up path with trees on both sides until you get to the top, whats called the "Town". I then find it easy to simply hug the left side of the 'town' when you go in. There are very few enemy NPCs inbetween you and the brick archway you want this way. Hug the buildings staying left against the building, and you cant miss the brick archway with a short tunnel to a grassy area with trees. That archway is protected by a couple of EITCs, but if you hug the wall like I mentioned, you can slip right past them.
There are usually at least 2 EITC Grunts guarding this area, dig spot as at base of the tree near the 2nd EITC Grunt.

There is also a dig spot inside the parade grounds on Kingshead.

Enter into the Kingshead, turn left... continue straight towards a grouping of rocks sitting at the corner of the Fort wall.

Hope this helps.
