fancy red vest?

well lately on POTCO I have seeing some members with a fancy red vest with a shirt that has red cuffs, they often wear this with the founders bandana. Does anyone know how to get these items? are they a code or rares like the skull bandana?

Was a Valentines quest....

And the red bandana is just a Unlimited Access thing they gave pirates for thanks!
