Awsome mate! This is actually very easy to make if you have gimp of course :) You just need to download some cloud brushes and then just lightly spread it around :)

You don't even have to do that, I can do it without downloading anything on Photoshop, and I haven't tried on GIMP but if I do it the same as Photoshop, I bet I could do it...

I, for one, just use Paint. Much easier for the basics :)
