Loot drops.

The Peddlers offer the best in my opinion, this coupled with loot drops should dress ye quite nicely.

Also depends on if you're Basic or Unlimited. Basic means you can only where Crude clothing items. Unlimited, you can wear anything.

I say the Peddlers they offer very unique clothing in my opinion

It really depends on what kind of clothing your going for. If it's bright colors, then drops. If official outfits, then the Merchants help. Hope this helps. :)

Even the crude clothing you get from killing some of the creatures in the grottoes are better than the crude clothes you can get from the priciest merchants and tailors. I've picked up some good bright solid-coloured blouses and skirts that mix well with even the best of the rare clothing.

I picked up a solid black blouse and the same in a skirt. Together with a black hat, belt and boots I call my Goth look.

You can't buy these things.

You could try the clothing quests. The first one, that unlocks at level 10, is available at the Port Royal tailor. Titled Pirate Life, you have to sink a lot of ships, and I think it's the longest clothing quest. Some of the items are nice, but it's all a matter of taste, really.

The second clothing quest unlocks at level 15, and you can start it at the Tortuga tailor (not Seamstress Anne, that other guy, what's-his-name). It's called Clothing Fit For A Pirate, and the tasks are pretty mixed. The clothes are nice, and my favourite parts of it are the hat, the trousers and the boots.

The last clothing quest unlocks at level 20, and can be found at Adoria Dolores' tailor shop, and it's called Adoria's Family. This also gives mixed tasks, but you might need a friend to help if you're still in the early twenties. The outfit from this quest isn't to die for, but if you put the coat and hat with something else, it could look pretty epic.

This is the "Captain Barbossa" outfit. Everything is charcoal grey to black. I got rid of the coat and the blouse because I didn't like them. However, the hat is the cavalry hat in charcoal, almost black, with a charcoal plume, and goes well with a lot of outfits. The belt is black and is the only black belt I ever found. Good to have a nice black accessory. The pants are charcoal, which goes with some items; I mostly kept it for my "work clothes." The boots are short and black, which is the closest you can come to half-decent shoes, and of course basic black goes with everything.
