Alright I'm trying to remove my tattoo for the quest. It says i have to Kill L4+ Skeletons to get there hair.

Kill any skeletons that are above Level 4. Some good places for that are the Tortuga Graveyard or the place where you first met Tia (in Port Royal. I can't remember the name of the cave).
