The guide referred to here by Sarah, is definately a good read for Grenade leveling.

The vets penetrate the fence usually when we lure more than 7 soldiers or we stand at the wrong position. Try changing position or follow this guide here.

They run back because our nades keep missing so practice aim and remember that lowering down the camera (right mouse button) helps.
