I don't get it.
 

I'm an unlimited member and i'm level 10. Most of my quests the Chapter quest or any of them have me going into places with level 15+ creatures that whoop me so fast. I have trouble killing things my own level, level 11 creatures are red to me. Why would they have you doing this? Even if I get a crew I need someone level 20 or higher just to kill what I need for my quest.

Because your weapon levels may be to low. Noto is one thing but your weapons determine damage and the enemies color tag. If you are noto 10 with weapons lvl 5 or less then yes enemies will whoop you. I suggest leveling those weapons.

How do you level your weapons? Just kill stuff?

Yes, each enemy you kill gives you REP. Once you are more confortable playing and using your weapons then you can review the REP guide here to be more efficent at using those weapons for more REP.

As a Level 10 needing to kill L15 Navy (I'm assuming its your doll or TP quest) the game is designed to 'slow you up a bit' to force you to catch your weapon and noriety levels up some...

And don't try to go too fast - it ends faster than you think :) Also - when neeing one or two tough items try to crew up in game or come here to the Guilds and Crews Forum, post your name, time, server and place with a help request, and someone will usually meet up with ya and help with the items :)

u can lvl your weapons by killing enemies at or around the same lvl as your weapon

Any enemies give your rep however your level and the enemies level depends on how much rep you get.

Say you have a lvl 5 cutlass a lvl 10 navy seargent might give you 50 rep however a lvl 2 cadet may only give you 10 rep the best level enemies are YELLOW the give decent rep and are close to your levels GREEN and GREY give pretty bad rep for the amount of work and RED is hard to kill unless you are in a crew.
