How do I get a Voodoo Staff?

Once you reach notoriety level 30 you will be given a quest for it by Tia.

Like he said level 30 and you get the quest it involves defeating a stump skeleton ship and other stuff from the wild creatures

When you press I ingame it shows what weapons you have and their rep. If you don't have staff or grenade it says Unlocks at lvl 20 or 30.
