Actually the simple answer is Neither....
Don't use silver or steel..
Max out Bane instead it works on living or undead and works well in PVP as well as I found out the hard way in PVP technically you are not living or undead but something in between so silver and steel has little to know affect.
Use the points you save on other skills as level 5 bane rips a urchinfist to pieces and is the highest non boss enemy.
