I think the "captains cabin" idea was basically to be like a "home" for the pirate/member. Not necessarily a room actually added to the ship that would be under such powers that be. At least thats the way I see it. We all should have a captains cabin.. we can go home too (even if we dont have a ship for that matter).
Basically similar to ToonTown, but our "cabin" instead of our "home". Or perhaps our own "island" like our own little ToonTown neighborhood shared by all the possible toons we can have on our accounts.
