Quite the contrary, since Service Pack 3 slows XP down a bit, I have refused to put it on my pcs. I'm guessing its might be some networking issue that is being "reconfigured" when you put this service pack on, and not necessarily the service pack itself being put on. However, if it is this, applying the service pack would be the 'easiest' way for most.
Debateable. Theres both pros and cons with updateing to SP3. But it DOES however boast a much faster and more implimented firewalling system than sp2. And in many occurances, SP3 helps XP actually run faster and more stable than number 2.

Download speeds thanks to the enhanced and retweaked firewalls have also increased. I have myself experienced faster startup speeds, much faster download speeds (SP2 actually was strangling and bottlenecking my routers speed.) and a more stable performance.
