I think it's on the table in a building in the small fort that's in the thieves den but I'm not certain.
The only other spot I can think of is in Tortuga town. The building to the right of the gun shop in the center of town also has a table you can check. I think it's supposed to be a EITC hideout. Has 1 navy guard in it. It's the door to the right of the archway that leads to the beach. Not sure if it's for this quest or if it was for something else.
