A captain cannot know if there is cheating going on, on his boat. A captain can surmise cheating, when one of his gunners sinks an enemy ship with a one-hit-wonder shot. But rarely, can a captain even see that a crew member just shot one-of-each-type with a single mouse click. But a captain can surmise that when they sink 10 ships in a row and all of those ships disappear, that someone on board is crashing them out. Are your enemy's ships always stuck a minute or two at their base, before logging out (with the entire crew flying in space?)

Even if it is only close game-friends or guild-friends on board, the captain cannot know what they are up to.

The dramatic increase of "blinking" in December certainly can't all be server lag. But yes, hitting them repeatedly as they are stationary, starting their blink, often is effective (but only if you finish the job before they blink a compass width - or two - away.)

If it really is "server lag" caused by my ship coming in proximity of an enemy ship that has one person on board with a slow connection, (which I doubt) then Disney needs to tweak its thresholds a bit more. A lot more. My cable connection rarely shows noticeable internet traffic, when playing POTCO...max is something like 0.25%, IIRC. Yet I see blinkers on abassa every time I'm in SvS now.
