I have to agree with Chris on the most part. There are many suggestive themes in the game that are not that appropriate for younger children. These include......

But then again, you have to remember, not only Disney is a FAMILY company, in which they believe everyone should be able to play the game, but they are also a COMPANY. Cutting off the children ages 12 and under, which make up large percentage of the players online, would greatly effect Disney's income, and in these hard economic times, they can't take that risk.
