Firebrand, flaming skull and explosive have been complained about, a lot, in the past. Unfortunately, the lag they induce is server-side, not client side rendering of flames. For example, an EITC Corsair blasting you with explosive will lock you up. When your client-side game starts rendering the explosion from the explosives, you are already in jail.
Sounds and looks like they tried to simplify the animation of fire, instead of fixing the server-side lockups.
