Maybe I'm weird, but I'm almost certain my doll was lvl 12 when I got staff... the same lvl it was around notoriety 15 when I began to think maybe I should work on the other weapons as well.
But on the topic, in my opinion, doll is better. I say for a couple significant reasons. That is,
a) You can use it to heal other pirates (very nifty, it'll do you good and your friends will appreciate it
)
b) You have the "chicken with its head cut off" method as I like to call it, meaning you can run around and attack someone while they can't (often) attack you
c) With my skill point distribution, my doll's attacks are equally as powerful as my staff's
d) LIFE DRAIN- if any of you guys needed proof there is a God...
e) No charge up time. With all the staff passives maxed, the charge up time isn't too bad, but still, with doll you can generally throw one attack right after the other.
f) Doll takes a LOT less voodoo. If staff is used for a period of time, you may find yourself out of voodoo. This is rarely the case with doll.
WOW. This turned out to be a lot more than "a couple" reasons. lol. Well, that's just my two cents, and don't get me wrong, staff is a great weapon as well.
Wait, one more reason.
g) Doll actually can be useful even after it is mastered. (healing)
