I agree with MacIronhawk. As soon as I get my grenades on my pirates I level them to 20 before I do anything else. If you do this at the Kinshead parade grounds you can level them up to twenty and the NPC's still give decent rep - so long as leveling grenades is all you do and stay there and throw until they are level 20. After that Tormenta and a healer, or Padres back beach are the best spots. You'll need a friend or a second computer to log into to TP back and forth to Kinshead to make it easier.
