I am under the impression that one cannot quest for the VooDoo Staff until one reaches Notoriety Lvl 30. I have noticed that someone at Lvl 23 has Staff listed as Lvl 1 in their weapons list. What's up with that?

With the new view window - any weapon not obtained is marked as '1' - waiting to be obtained / levelled
