Yeah I've noticed that out of Port Royal there are loads of little ships and maybe 1 or 2 bigger ships. Seems you have to sail farther afield for bigger ships, although there seems to be no medium sized ships (lvl 10-20) Or I'm looking in the wrong place LOL.
Lag is just terrible too even in the quiet districts. Like Icesphere I to find that by the time i've caught up with the lag my ships been sunk. Grrrrrrrrrrrrrr.
