From what I saw when I sailed there this morning with my regular Sloop, the huge EITC armada was not there. It was the regular navy and ghost ships that hung out there before the ETIC moved in.
Regarding Darkhart and Timothy, D may not have found their places yet or are keeping them offline until the new PDF is tested out in regards to the layout... Hey, stop laughing.
