It would ultimately depend on the definition of "Alliance". Remember, the reason there are so many individual guilds is because each is different and has different perspectives.

If the alliance is just a way of saying, we help you and you help us, well, we do that anyways. No alliance needed. Almost every pirate I have met is willing to help others out with just a quick call. Most of the people on my friends list are people I have met because I went to a BB for someone I had never met before.

If the 'alliance' is just a friendship, occasional helping out, a place to call for aid when in a tight spot, or a "Let's do some things together" type arrangement, then it should go smoothly.

If it becimes an "ALWAYS do things the same and together" type of thing, then just close one guild down and everyone join a single guild. (Warning, it probably won't last. And the break up may cause ongoing, lingering problems.)

The basics of it would have to be MUCH better defined. Guild friendships are one thing, but true alliances could lead to a lot of problems.
