You could put a stop-gap measure in there (say not give the next story quest out until L35) - but making new players wait for what should of already been given to us all a year ago will only turn away newer paying customers and the game won't continue to grow.

I understand your logic, but why would a paying player that had already made it past the pearl boss quest be turned off (or be tempted to quit) by having to achieve a few more levels until he can give a go at another story quest? Pirates is gonna skyrocket with this new release. If it is released.
