This is a problem with the quest explanation. It should read rock crabs on Tortuga since no other crabs work. To find the crab enter into the Misty Mire (located at the swamp part of the beach). As soon as you enter you will be on elevated planks. Ahead of you will be swamp with a very small mound of dirt. The crab is usually on top of this mound. Kill it and wait for a respawn. Good Luck..
