Well, I'm glad someone else is having this problem and I'm not just going crazy, I shall report it on the bug page :/

I'll keep trying, I did sink a Level 18 EITC last night and nothing happened though...I'll keep trying
Edit: Alright solved!
Apparently a level 18 sloop doesn't count, you need to sink a light galleon or frig. I just sank a level 12 EITC light galleon and I finally got some of the ingots and rods
