I completed this quest some time ago, so bear with me.
There is a dig spot behind Tortuga town (where all of the buildings are) that I believe I found the chest in. Go from the wildwoods to Tortuga graveyard. You will be behind white buildings that stand as Tortuga town. I am not certain of the EXACT location but there is one there.
