I believe they're referring to
these GMs that are running around as EITC Black Guard, so it makes perfectly good sense that we can't attack them.

If they have the mind of the Toontown division, this is going to be some kind of long drawn out story leading to something. They led us on a 2-3 month goose chase when Bossbot HQ came out.
