I am level 30 and doing the quest. I am stuck attempting to get the shrunken head from a skeleton frigate. I have sunk 27 skeleton frigates so far all the way up to level 31 Storm Reapers and nothing. Have you completed the entire quest and it won't finish or stuck on a specific task?
