Agreed.
What happens when people reach level 40 notoriety and max out all their weapons?
Game complete, time to move on to another one!
They really have to look at making the skill points for each weapon unlimited, as well as notoriety levels unlimited, or people will just leave when they have completed everything.
But at the moment I'm happy with 25 skill points per weapon, I spend them wisely on upgrades that help alot. If I got any more tbh, I wouldn't really know what to do with them. 25 is fine for now, but in the long run, maybe not.
HOWEVER on the other hand, an unlimited level pirate would mean they game devs have to make ALOT more higher level enemies!!
