That would allow a GOOD transfer of power based on what the GM believes each of his officers can accomplish.

The same thing could be done to members too. My Lock idea is a good idea too. However, Officers can't promote or demote people really--you can't boot someone of your rank nor can you promote someone to your rank. Members being able to recruit or make applicants or something (applicants would be registered, and require
"confirmation
" by an officer or something) would be cool too.
