What do you mean you can't get it? I've seen others with it besides me. I guess I'm not the only one smart enough to figure out that 'creature' also covers navy or eitc people.
Just kill one of anything on every island and you get it. Cadets, vets, grunts, etc all count!
I'm now level 14 on staff and it rocks!
