The idea is to have a place where people who need help can find people willing to help. Yes, the whole crew function is all messed up and changing servers screws up your current crew and often makes it so you can't crew up again. You just have to remember to uncrew before changing servers. You need to not be in a crew anyway since crewing the people you are helping is the best way to keep track of them and have them TP to you without having to actually make friends.
Those in need would just have to open chat and ask if anyone can help with blah. Blah could be a sailing task, a big quest such as dig on tormenta or kingshead for grenades, or simply just can't find something and need someone to help show them the way.
I prefer to stick to quiet servers for many reasons. Lag is one of them, but no sense trying to help someone with a sailing task on a server where there are more player boats than enemy. This is why I said the first server starting with a letter that is listed as quiet.
The more I think about it, the more every hour seems a bit much. It will be way too much hit and miss. Not sure what time frame is a good balance, but that's something that can be hashed out.
The other challenge is getting the word out. There are a few who read this board and I'm sure there is a broad cross section of guilds to help spread the word. The problem is getting the new players to know where to go. I could see 15 people waiting to help and only having one or two show up lol.
