If its an .exe program you can usually just right click it and click "Run as Administrator"
If you are the root (main) account of the computer then yes you are supposed to be admin. You can make sure you are by going to Start > Control Panel > User Account
If you are on that account, it will have your name, and "Administrator" under it.
Vista always has this problem, it needs to know who the administrators are.
