Well given that they mentioned the objects Rott wants are protecting the Caribbean from Jolly Roger, and Rott is attempting to remove them, it seems like a good guess. Someone also mentioned one of the buried objects being an amulet (which could be the one mentioned in the old screen shots).
I think at this point, Davy Jones wouldn't fit, at least not yet. Plus, unless he is completely finished, I wouldn't want to see him be released yet.
