Claude D'Arcis is known as a boss enemy, and therefore, hes not a regular EITC. The enemies name IS Claude D'Arcis, and when you begin to fight him, his health bar says "Thug Boss." Yes, he usually is a level 6, although him being a Thug, which their levels are usually around level 10. Claude himself can be found in the Thieves Den on Tortuga, standing on top of a small walkway. In the new Thieves Den, it comes with a map button on your compass. If you click on it, in the upper right-hand corner of the cave, theres a narrow passageway which leads up to a small area in the shape of a circle. He can be found there.
