The way I see it, the leaderboards clearly say, "Enemies Defeated", "Ships Sunk" and so on. So that means any enemy/ship is fair play.
Personally though, I could care less about the leaderboards above other things. I would rather they fix the leaderboards to work correctly (PvP WINS count - not losses, and so on), or just use it to display what guilds pirates are in, level, etc.

I have to agree with Sven. I came to play the game. And as far as leaderboards go, the only one I strive to see my pirates on is my guilds leaderboard. When a member of the Elite Thievery Co. posts 300 plus kills in a day, they are usually quality kills for the pupose of leveling. Yes, a bunch of them might be greenies, but when you are leveling, say nades and working the parade ground on Kingshead, they are still worthy kills. Leave the current board as is. We know what the pirates with outrageous numbers are doing and why. Let them think they a big and tough. We know the truth.
