Basically, that Locked To Basic Access message means that players with Basic Acess cannot buy it. Players with Gray ( if you don't already know ) nametags are Basic Access. Player's with blue nametags are Unlimited.
Since your friend is Basic Access, he is not allowed to get the Iron, Ornate, Fine, or Pirate Blade cutlasses.
Same goes for other weapon variations.
Pretty much, even if your a good enough level and enough gold, you cannot buy it until you pay for the game.
Also, there are other features that cannot be accessed by Basic Members, such as the Black Pearl Boss Battle, the Voodoo Doll/Staff, Grenades and Daggers, Light Frigate, Merchant Ships and Warships, etc. You'd really wanna tell your friend to pay, he'll have a great time in the game.
