I'm having the same problem and can't find the game cards anymore from Target or best buy. I thought maybe they were discontinuing them.
So I wrote Disney and they replied:
"Currently, Target, CVS and Rite Aid all supply Pirates Online Game Cards. Best Buy is no longer carrying the cards. Perhaps the cards were all sold out when you were at Target? I would encourage you to try looking for the Game Cards again!"
I did find a game card at CVS, I don't know why target don't have them.
