The founders program ended at midnight Dec 2nd. If you signed up before then, then yeah, I would email them.
Regarding test accounts, I know when they were testing out the founder titles, we all had them, except for the people that were testing basic access (they had the gray names). But, when I went on test a few days ago, I do remember seeing a bunch of pirates with blue names. I didn't know why, since I thought test was for beta players only. Kinda confused me.
