I have herd many reports of EITC corvettes being one of the most annoying things to find. First of all, use the compass! That's what it's there for! Now if you refuse to use the compass I am going to tell you where the corvettes are. They spawn all around Cuba and circle the island. This is the place I went to do my fine cutlass quest. (with the aid of my compass of course.) I hope this helped.
