There's also the barman on Tortuga, Johnny McVane, as well as Darby Drydock. In the Royal Anchor Bar, there's Shane McGreeny, who gives card quests & some gold, although they're a bit long - no isntant gratification. I know Lucinda & Fabiola no longer offer me quests, been that way for a while.
BTW, you can refresh Bartholemew's quests by logging out once you complete them. EDIT: you can no longer switch servers to refresh his quests
