Captain Seafarer... I think you miss the point about there being a non active GM in her guild. Since you and the GM are the same person and since the Officer you is on and active. Your guild has an active GM... You. Your pirates are one and the same and you are on taking care of business. In Jade's case her GM (and any other pirates they may have) are not on. No one is there taking care of business and as you said there are some things only a GM can do. So no new officers can be created. If all the old officers leave then the guild cannot recruit ect..
The guilds with all officers have probably had some problems with a rouge officer. I was in one at one time that did this. It's a protective measure. All I am gonna say on that.
