There aren't Douses on any island that I've been to. I haven't done this quest, but from what I hear, Urchinfists on Tormenta works for this quest. They are between lvls 36-40, and are grenade guys. I get them using my pistol, although I tend to go yellow when fighting the lvl 40's.
