This is a bug. I had seen a Lv53 founder during one of those Ghost GM things.
Also, cheat engine users ( although are rude and dumb to speed the process of getting rep ) have nothing to do with this.
To those of you who do reach Lv51, congratulations. I'd like to see someone at Lv100
