The Lv61 is really a Lv61, not a Lv50. She should be 50, but she is leveling beyond the cap, so she is still earning (or whatever she is doing) the rep to reach that level.
The behavior though, that is unacceptable however. If they were yelling at people who were just watching, they should have just teleported away, instead of carried on. My guess is you either found them trying to "level" more... or almost caught her
