edit: Hm. Did board a public ship. Jack said he noticed only light frigates were out.
edit2: was able to launch my regular frigate from Cuba.

Looks like they took out that reduce your speed to half when you get hit by something but it does seem to reduce your overall sail speed a bit more. They might have been hitting my sails more but just an observation right now.
